Editorial: November 2022 State Ballot Measures

Measure 111: Amends Constitution to obligate the state to “ensure that every resident of Oregon has access to cost-effective, clinically appropriate and affordable health care as a fundamental right.”

This would put health care on the same funding priority level as getting a free education at a public school. What could be defined as “affordable” would be unaffordable to taxpayers. Who decides what is “clinically appropriate”? I don’t want the Oregon Health Authority to make these types of decisions, especially when someone is a cash pay or private insurance patient. Vote No.

Measure 112: “Amends Constitution: Removes language allowing slavery and involuntary servitude as punishment for crime.” Removing language about slavery is good, but the Oregon State Sheriffs’ Association opposes this measure for unfunded and unintended consequences on county jail operations. Vote No.

Measure 113: Amends the Oregon Constitution to prohibit denial of quorum in legislative sessions. One of the foundations of representative republican form of government is majority rule with protection for the minority. This measure would eliminate the only political weapon available for a political party in a super minority position. Vote No.

Measure 114: The passage of this unconstitutional measure would make Oregon the strictest gun control state in the U.S. and violate our Second Amendment rights. With 9,112 words, this complex measure has 20% more words than the entire U.S. Constitution. Vote No.
